Coronavirus map LIVE: Tough new rules in Bolton as COVID-19 rate soars to nation's highest


The latest raft of restrictions aims to prevent a local lockdown, Bolton Council has said. The COVID-19 infection rate now stands at 99 cases per 100,000 people per week. More than 90 percent of cases recorded have related to people aged between 18 and 49, according to the council.

The new rules, ushered in by the council following consultation with Public Health England (PHE), apply to meetings indoors and outdoors but exceptions will be made if a person is part of a support bubble.

Journeys on public transport should only be made for essential trips, such as getting to work, school or a medical appointment.

Council leader David Greenhalgh said: “Now, more than ever, we need everyone in Bolton to play their part.

“Nobody wants these restrictions to remain a moment longer than necessary and we believe these new measures will keep everyone safe and help avoid a full lockdown in Bolton.

“Alongside a range of additional measures and interventions across Bolton we are asking everyone, particularly the younger age groups, to continue to follow the guidelines.”

The change to rules in Bolton comes as the leader of Leeds City Council said she was concerned about “a bit of a complacency coming in” as the city was added to the Government’s “areas of concern” watchlist.

Judith Blake said there had been a rise in house parties, with seven £10,000 fines issued to illegal rave organisers last weekend.

Speaking on BBC Breakfast, Ms Blake said: “We feel there is a bit of a complacency coming in. What we are seeing is the numbers are changing, and actually more young people are testing positive and they are spread around the city.

“So whereas we were focusing more on specific communities at the beginning, it is now clear the pattern is changing.”

She said the council was urging young people to “recognise their own responsibility” in helping to reduce the spread of the virus.


9.26am update: India reports global daily record of new coronavirus cases

India added more than 90,000 cases of the novel coronavirus on Sunday, a global daily record, according to data from the federal health ministry.

There were 90,632 new cases in the 24 hours to Sunday, according to the data from the Ministry of Health and Famlily Welfare, while the number of deaths rose by 1,065 to 70,626.

The country is set to pass Brazil on Monday as the second most affected country by total infections and will be behind only the United States, which has 6.4 million cases and nearly 193,000 deaths.

Coronavirus cases in India have reached 4.1 million and about 3.2 million affected people have been treated so far, the government data showed.

9.25am update: Russia reports 5,195 new coronavirus cases and 61 deaths

Russia reported 5,195 new coronavirus cases on Sunday taking its total to 1,025,505, the fourth largest in the world.

The Russian coronavirus crisis centre said 61 deaths had been confirmed in the past 24 hours, bringing the official death toll to 17,820.
