Malcolm Downes was first arrested for indecent exposure back in the 1970s. Since then he has regularly appeared in court for offences related to his compulsion to masturbate in front of horses.
He was last arrested in April, at the end of a successful three year run of managing not to masturbate in front of any horses.
Asked on that occasion why he did it, and in particular why he insisted on doing it in public, Downes said he got a thrill from the activity even though he knew it was wrong.
Downes was on that occasion handed an 8-month sentence for outraging public decency, but was out and reoffending long before the eight months was up. He has this week been jailed for a further 8 months.
The horse-fancier has sought treatment for his bizarre compulsion in the past, undergoing counselling and asking to be prescribed libido-suppressing drugs, but nothing has helped.
The court heard how Downes had been taking part in a programme for male sex offenders and he admitted having a sexual interest in horses.
He has nevertheless broken several antisocial behaviour orders which specifically forbid him from pleasuring himself in the vicinity of livestock.
Judge David Tremberg told him: ‘You know you are doing wrong but you appear either unable or unwilling to stop yourself.’
“He accepted if children had been in the area and seen what he was doing that would have frightened them”
Downes’s bizarre charge sheet:
1970s and 1980s – Downes was convicted of indecent exposure a number of times in the 1970s and 1980s.
A hearing previously heard he was convicted of the crime in 1974, 1975, 1977, 1979, four times in 1980 – with another taken into consideration – 1983 and 1986.
2007 – He was convicted of indecent exposure under the then new Sexual Offences Act.
August 2012 – Downes appeared in court and admitted breaching court orders and threatening behaviour. He was fined £40.
2013 – A woman walking her dog saw Downes performing a sex act in front of a horse. He was made subject to an antisocial behaviour order – which he had broken at this point five times.
May 2016 – Downes appeared in court but was spared prison after being caught performing sex acts in front of horses twice in as many weeks in a field off Danepark Road, Orchard Park, the previous October.
Horse owners saw him performing the act while standing next to a black stallion and “both knew of him and knew he was prohibited from being in a field with horses,” a prosecutor told the court. As they saw him he made off across the fields.”
June 2016 – Downes was caught performing a sex act in a field containing a number of horses in the Evergreen Drive area of west Hull.
A man challenged him after seeing he was stood close to horses but Downes claimed he had been urinating.
But the resident had taken photos of what he had seen which proved Downes was masturbating. He was jailed for two years, which was later cut down to one year on appeal.
April 2019 – Despite a period of three years of not committing any acts, Downes once again was seen performing a sex act in a public place twice within 24 hours. He was jailed for eight months.
July 2019 – Downes is back in the dock for outraging public decency and appeared at Hull Crown Court on July 29.
