A SECOND woman has accused ex-vice president Joe Biden of touching her “inappropriately” and rubbing noses with her a decade ago.
Former aide Amy Lappos, 43, from Connecticut, claimed Biden made her feel “uncomfortable” during a 2009 political fundraiser in Greenwich.

“It wasn’t sexual, but he did grab me by the head,” she told the Courant.
“He put his hand around my neck and pulled me in to rub noses with me.
“When he was pulling me in, I thought he was going to kiss me on the mouth.”
At the time, Ms Lappos was a congressional aide to US Representative Jim Himes, but she did not file an official complaint.
The allegation comes days after Democrat Lucy Flores accused the 76-year-old of planting a “big slow kiss” on the back of her head at a 2014 rally.
SECOND WOMAN COMES FORWARD
Biden has responded to the claims saying he does not believe he ever acted inappropriately during his many years in public life and on the campaign trail.
“In my many years on the campaign trail and in public life, I have offered countless handshakes, hugs, expressions of affection, support and comfort,” Biden said.
“And not once – never – did I believe I acted inappropriately,” Biden said.
“If it is suggested I did so, I will listen respectfully. But it was never my intention.
“I may not recall these moments the same way, and I may be surprised at what I hear.

“But we have arrived at an important time when women feel they can and should relate their experiences, and men should pay attention. And I will.”
The allegations could endanger a possible 2020 presidential run by Biden, who was vice president under President Barack Obama at the time of both alleged instances.
He has been expected to announce a Democratic White House bid in the coming weeks and has been leading the Democratic presidential field in opinion polls.
Biden has said he does not recall “inappropriately” kissing then-35-year-old Lucy Flores and smelling her hair in 2014.
Democrat Lucy Flores accused the 76-year-old of planting a “big slow kiss” on the back of her head in a first-person essay for New York Magazine.
She claimed that the politician started “touching her” moments before they were due to give a joint speech in Nevada back in 2014.
“As I was taking deep breaths and preparing myself to make my case to the crowd, I felt two hands on my shoulders,” she wrote in New York Magazine.
“I froze. ‘Why is the vice-president of the United States touching me?’
‘WHY IS THE VICE PRESIDENT SMELLING MY HAIR?’
“I felt him get closer to me from behind. He leaned further in and inhaled my hair. I was mortified.
“I thought to myself, ‘I didn’t wash my hair today and the vice-president of the United States is smelling it.
“And also, what in the actual f***? Why is the vice-president of the United States smelling my hair?”
“He proceeded to plant a big slow kiss on the back of my head. My brain couldn’t process what was happening.
“I was embarrassed. I was shocked. I was confused.”
At the time, she was a 35-year-old Democratic nominee for lieutenant governor in Nevada and Biden was the vice president under the Obama administration.
Flores said Biden’s behaviour made her feel “uneasy, gross, and confused,” adding, “Even if his behaviour wasn’t violent or sexual, it was demeaning and disrespectful.”

Biden’s spokesman Bill Russo said in a statement on Friday: “Neither then, nor in the years since, did he or the staff with him at the time have an inkling that Ms Flores had been at any time uncomfortable, nor do they recall what she describes.”
Russo said Biden “believes Ms Flores has every right to share her own recollection and reflections, and that it’s a change for the better in our society that she has the opportunity to do so.”
